JOB BRIEF

USIP is recruiting a project lead for its security sector training reform project. The selected candidate will lead implementation of an ongoing program that supports the implementation of new practices in management, curriculum, and pedagogy for USIP's partners in the Tunisian security sector.

This is a Personal Services Contractor position.

Responsibilities:

Lead project management, planning, budgeting, monitoring and evaluation for the Tunisian Security Sector Reform project and team;
Serve as lead liaison between USIP and its partners in the Tunisian security sector;
Serve as the lead liaison between various international experts and assistance providers and USIP's Tunisian security sector partners;
Develop and maintain stakeholder relationships critical to the successful implementation of USIP's project;
Lead implementation of project activities in line with established goals, objectives, and partnership agreements;
Ensure all project activities are implemented within project timelines in a manner that meets project standards and objectives;
Oversee and deliver monthly, quarterly, and annual reporting for both internal and external project stakeholders, including responsibility for the development, editing and timely submission of donor progress reports as required, coordinating with HQ and/or regional counterparts who are providing key inputs;
Develop USIP's relationships with subject matter experts;
Contribute to USIPs understanding of security sector reform-related issues in Tunisia, identify program opportunities, and conceptualize and design new projects;
Develop reports, analysis, promotional materials, etc. for internal and external audiences;
Coordinate meetings with U.S. government partner agencies and key national and international stakeholders;
Ensure the highest level of communication and cooperation with relevant USIP departments/teams;
Ensure all SSR project staff abide by USIP policies and procedures related to security, administration, finance, and operations;
Perform other duties as needed.

Qualifications:

Bachelor's degree (master's preferred) in international relations, development, security sector reform, or related field required
5+ years of relevant work experience in international contexts, especially in client-facing roles
Experience working directly with security sector or other national government bodies (preferred)
Experience in security sector reform or change management processes (preferred)
Experience in event design/planning and implementation
Large or small group facilitation experience (preferred)
Professional written and spoken fluency in English and Arabic and/or French
Strong interpersonal communication skills in international contexts
Demonstrated ability to manage complex projects and overcome challenges

This position is contingent upon the availability of funds.

All USIP contract and employee positions are contingent upon the favorable completion of a suitability background investigation.

Compensation is commensurate with qualifications and experience.
