The Information Management Specialist is directly responsible for the day-to-day operations of all Information Technology (IT) Resources in the USAID/Tunisia Office. Job holder oversees all computer operations and support of Agency and off-the-shelf applications systems; installation, maintenance, and repair of hardware and software; and provision of advice, assistance, and support to USAID users, including IT training.
Duties Systems Management 30% In close coordination with USAID/MERP Systems Manager, the Computer Management Specialist manages all USAID/Tunisia's IT computer operations which include LAN, WAN and the PC environment utilizing databases, integrated software/applications, and telecommunications. The job holder is responsible for installation and integrity of computer systems, establishment and maintenance of security controls for overall IT systems and electronic records and files, backing up system programs and data files, managing mission IT equipment and devices, and providing continuing operational hardware and software support to all computer users on the Google platform. Telecommunication, Network Administration 30% As the Administrator of the LAN and WAN, responsible for installation, configuration of all Network Operations at mission, including management of Virtual Private network between Mission and Washington, and Mission to other missions. Maintains and expands or decreases the existing network, as required, by installing or uninstalling equipment and/or server software upgrades and patches; reports systems problems to MERP Systems Manager and/or USAID/W/CIO IRM for tracking and resolutions; ensures that Agency standards are met and maintained throughout the mission IT infrastructure; connects with the worldwide USAID network; manages user, group, printer and network security. In addition, the job holder is responsible for installation and configuration of all network hardware components, to include concentrators, switches, scanners, printers, VSAT, TCP/IP, and other shareable devices in the network. Systems Security Management 15% As the designated System Administrator, the job holder has full responsibility for network and computer security, which includes providing user passwords and user access to hardware and software/applications, controlling user access to system volumes, libraries, files and software applications, and network, regular installation of security programs or updates, maintaining internet connection using a local ISP, developing, implementing and updating mission information security contingency plans and annual reviews, and serving as the Mission liaison with USAID/W/CIO Office, USAID/MERP and Embassy Tunis IMO on security related issues (e.g., violations, incidents, compromises, etc.). Proporty Management 15% The job holder maintains and accounts for all IT equipment (e.g., hardware, servers, software, devices, etc.), including developing and maintaining an inventory and maintenance plan that is viable, cost effective, responsive, and applicable for USAID computer equipment. Specifically, he or she will have a key role in the selection, procurement (as a GLASS requester), distribution and disposal of IT equipment. Manages current USAID owned equipment and their records, including configuration and re-configuration, PIV card issues, printers connected to AIDNet and other tasks as needed. Training, Application Support 10% In the capacity as the in-house subject matter expert, the Specialist identifies, develops and facilitates training for end-users individually and/or groups on hardware and software applications, based on an assessment of needs (e.g., familiarization training for new employee, roll-out of new software to all staff, etc.). This also includes conducting basic security awareness training for USAID personnel. Assures that training programs and materials developed are adequate for the on-going needs of users. Briefs TDY visitors on the use of Mission hardware and software, while ensuring their compliance with USAID computer system policies. As needed, provides IT advice and support to Mission Implementing Partners. Education Requirements: Education: Bachelor's degree or four-year equivalent university program in the field of computer science, computer engineering, information systems management, or completion of its equivalent in host-country is required. Certification in System Administration or Network Administration will be a plus. Evaluations: The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1.
