Expertise France recrute

Expertise France is the public agency of French international technical cooperation.

The agency operates around four priorities:
- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-
how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France?s solidarity policy, influence and economic
diplomacy.

Description of the project

The STREAM project, funded by the British Conflict, Security and Stability Fund for two years (October 2018 to October 2020) has created an incubator/accelerator/Fablab in Tripoli, to help support entrepreneurship and job creation in Libya, with sponsorship from a Libyan partner. The overall objective of this project has been to help diversify the Libyan economy (based on oil and public sector).

A new project will build on Stream for a Phase 2 in order to build the capacity of the Libyan partner to take over the project and make it thrive with Libyan ownership and go further by creating an innovation hub to enhance support to innovation and entrepreneurship in Libya. This project will also participate in creating a seed fund for Libyan entrepreneurs.

Description of the mission


Expertise France is recruiting a Project Manager in Tunis.

Situation/position: Operations direction of the Financial and Economic Governance Department
The project manager will implement the project from Tunis with travels to international destination (MENA region, London, and Paris mostly) and to Tripoli, Libya (when security conditions are met). .

Missions:
Under the management of the Programme Director and the Deputy Programme director, the project manager will ensure the proper implementation of the project, in the respect of the agency?s procedures and rules.
The detailed missions will be:
Project management (50%)
- Responsible for the technical and financial implementation of the activities of the project, in link with the technical, accounting and financial teams at the Tunis office and at HQ.
- Identifies international short term expertise, writes ToRs and contracts, in link with the legal team;
- In cooperation with the programme director, ensure a smooth and good relationship with the donor of the project;
- Organize the synergy with other projects in the country and the region ;
- Implement the monitoring and evaluation follow up of the project ;
- Supervises project's communication and visibility.
Reporting (50%)
- Supervise and review reports from partner
- Responsible for the entire reporting process to the donor (narrative, qualitative, quantitative, financial)
- Responsible for internal reporting

Required profile:
- Master in relevant field (i.e. : International Relations, Development, Economy)
- Successful experience of at least 3 years in the cooperation and development sector with a focus on entrepreneurship / private sector support/ economic governance ;
- Good knowledge of cooperation mechanism and international public funding, work experience with FCO/DFID is highly desirable;
- Knowledge of the Libyan and regional context ;
- High level of written and spoken English, knowledge of Arabic will be considered an advantage;
- Operational project management capacities; skills in implementing an operational scheme and action plan. Knowledge of project management tools.
- Needed soft skills : Diplomacy, autonomy, adaptation, organization, reactivity, flexibility to a work in a complex environment
Location: Tunis -Tunisia
Contract: Expatriate
Starting date: 28th of September / As soon as possible
Duration of contract: 12 months
